Considering Public Works as First Responder
  Public Works Department Visibility, How to be Recognized as First Responders   Public Works Professionals have been referred to as the silent first responders, first in, last out. They are typically first to arrive after natural or manmade disasters, clearing the way for other first responders, and last to leave to leave, long after the emergency is over. Yet many community members, elected officials and even other agency departments do not regard public works as first responders. In response to 9/11, the federal government issued Presidential Policy Directive 8, officially recognizing public works as first responders. This presentation will dive into increasing the visibility of your public works department with the public, elected officials and other departments within your agency. Practical lessons learned from other public works departments will be shared.

  • Mr. Joubin Pakpour, APWA Region 8 Director, representing over 5,000 public works professionals from California, Nevada and Hawaii on the APWA national board of directors. He has worked both in the public and private sectors and currently serves as District Engineer for several water districts on the San Francisco Peninsula. He has been a vocal advocate of public works for close to three decades. As a volunteer, he travels the country, passionately speaking on public works visibility and first responders and sharing lessons learned from other departments.
